Automated decision-making when financial statements are filed with the Finnish Trade Register
The PRH may use automated decision-making in financial statements filed as follows:
- Financial statements filed online at ytj.fi in Finnish or Swedish
- Financial statements received via the Finnish Tax Administration
- Digital financial statements sent to the PRH’s closed IXBRL interface
We began to use automated decision-making on 1 January 2009 (financial statements received via the Finnish Tax Administration), on 24 April 2019 (digital financial statements) and on 9 June 2023 (financial statements filed online at ytj.fi).
We do not register all notifications automatically. The notifications are handled by an officer in charge of the processing if they include details which do not meet the conditions for automated decision-making.
The conditions for automated decision-making are specified in our Trade Register processing system. The specifications are provided in the deployment decision and the processing rules.
When can notifications be processed automatically?
The PRH can automatically process notifications if the notification was filed online at ytj.fi or using the PRH’s closed interface. The PRH can also automatically process notifications if the notification was received via the Finnish Tax Administration.
In addition, the notification must meet the following conditions:
- The notification does not contain details that require case-by-case consideration.
- The notification is signed by a person entitled to sign the notification by law.
- We have no reason to suspect that the filed details are incorrect.
How do I know if a notification is processed automatically?
We send the company a Trade Register extract when the notification has been processed. The extract shows if the registration was made automatically and where you can find more information about automated decision-making.

Can I appeal automated decision-making?
Companies cannot appeal against the use of automated processing for notifications at the PRH. In addition, companies cannot appeal against the registration of details of notifications at the Finnish Trade Register.
The PRH registers the financial statement documents based on the company’s notification. In these cases, Finnish legislation does not require that an administrative review can be requested.
The PRH has assessed that automated decision-making does not put obliged companies or organisations in unequal positions.
